Jeffrey Chua

Head of Casework & Social Services

Jeffrey began his journey with HealthServe since 2010 as a volunteer helping to organise events for migrant workers. This has been a fruitful change from working with machines to being relational due to his regular interaction with the many migrants he meets every day at work. He graduated with a Masters in Social Work from the Singapore University of Social Sciences.

He has made many visits to China and keeps in touch with the many beneficiaries who have been through HealthServe’s door. Besides his love for China and coffee, he has had many experiences including performing in the opera chorus on the Esplanade stage several times!

Justin Paul Yong

Head of Mental Health & Counselling Services

Justin joined HealthServe in May 2019 after a career switch into the social work sector in 2009. Having worked with various vulnerable groups, Justin sees them for their strengths instead of their problems and is a strong advocate of empowering disadvantaged communities. Through his first-hand experience supporting affected migrant workers at the peak of the COVID-19 pandemic, he sees the need to develop more sustainable approaches to support the population through community asset development.

When Justin is not serving on the ground, he develops aspiring social workers as an Associate Professor with the Singapore University of Social Sciences and an Adult Educator with the Social Service Institute. He continues to use these platforms to raise awareness and share the challenges and joys of working with marginalised groups.

Justin is greatly blessed to have a wonderful wife (also a social worker) and two dogs (who teach him the finer arts of relaxation techniques).
